Climate adaptation as a question of who decides

Adaptation to a changing climate is often framed as a technical problem awaiting technical solutions. But choices about what to protect, and in what order, are distributive questions before they are engineering ones.

Communities that have been excluded from those decisions tend to be the ones most exposed to their consequences.
